Iowa Sales Tax Guide (2026)
6% at state level with a flat 1% local option tax where voters adopted it, and a software exemption that depends entirely on who is buying rather than what is sold.[1]
The same SaaS subscription is taxed to a consumer and exempt to a business
Iowa lists software as a service as a taxable service in its own right, then exempts it when sold to a commercial enterprise for use exclusively by that enterprise. The tax turns on the buyer, not the product.[4]

Estimate only. Local option tax is adopted city by city and unincorporated area by unincorporated area, so confirm the delivery address rather than the county.[2] Talk to CrownGlobe about the commercial enterprise exemption.
Iowa Sales Tax Rates, Nexus & the local option system
Iowa rate components
| State sales & use tax | 6% |
| Local option sales tax | 1% where adopted |
| Permitted alternative local rates | None |
| Local option use tax | Does not exist |
| Maximum combined rate | 7% |
The local rate is fixed at one percent by statute, so no Iowa jurisdiction can adopt any other figure and there is no graduated local range to track.[2]
Who must register
Either trigger applies: economic nexus at $100,000 or more of gross revenue from Iowa sales in the immediately preceding or current calendar year, with no transaction-count test, or any physical presence in the state.[5]
Adoption is granular: local option tax is approved city by city and for unincorporated areas separately, so the correct rate can change across a municipal boundary within a single county, and destination sourcing means the delivery address governs.[2]
Sales Tax Registration and Filing
Iowa charges no fee for a sales and use tax permit.
How to register
- Confirm nexus→
- GovConnectIowa application→
- Permit issued free→
- Single combined permit→
- File electronically
Since July 2022 one permit and one return cover both sales tax and use tax; the separate retailer’s and consumer’s use tax returns were eliminated.[7]
Filing & due dates
| Frequency | Assigned when | Due |

| Monthly | $1,200 or more tax a year | Last day of next month |
| Annual | Under $1,200 tax a year | Jan 31 |
| Quarterly & deposits | Eliminated in 2022 | No longer available |
Failure to file costs 5% of the tax due, failure to pay a further 5%, and a willful failure or evasion penalty runs to 75%, plus statutory interest.[8]

Sales Tax FAQs
6% at state level. Jurisdictions that have adopted the local option sales tax add exactly 1%, so the combined rate is either 6% or 7% with nothing in between.
It depends who is buying. Software as a service is an enumerated taxable service, but it is exempt when sold to a commercial enterprise for use exclusively by that enterprise. A consumer pays tax on the same subscription a for-profit business buys tax free.
Usually not. The commercial enterprise definition covers for-profit businesses and manufacturers, insurance companies, financial institutions, professions and public utilities. A charity, church or school generally falls outside it and pays full tax on software.
No. Food and food ingredients are exempt. Alcoholic beverages, candy, dietary supplements, vending machine food, prepared food, soft drinks and tobacco are carved out and remain taxable.
$100,000 or more of gross revenue from Iowa sales in the immediately preceding or current calendar year. Iowa’s 200-transaction alternative was removed and no transaction-count test survives.
Monthly if you collect $1,200 or more of tax a year, annually if you collect less. Quarterly returns and deposit payments were eliminated in 2022, so any guidance describing them is out of date.
